(The Turkish Post) –<\/strong> Yer Bilimci Prof. Dr. Naci G\u00f6r\u00fcr, olas\u0131 \u0130stanbul depreminin b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fc ve etkilerini a\u00e7\u0131klad\u0131. G\u00f6r\u00fcr’e g\u00f6re, deprem \u00f6ncelikle Kumburgaz Fay\u0131’nda olacak ve 7,2 ila 7,6 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde olacak. Bu deprem, 6 \u015eubat’taki depremden daha b\u00fcy\u00fck zararlar verecek ve 2,5 milyon insan risk alt\u0131nda olacak.<\/p>\n

G\u00f6r\u00fcr, \u0130stanbul’un depreme haz\u0131r olmad\u0131\u011f\u0131n\u0131 ve h\u00fck\u00fcmet ile belediyenin i\u015fbirli\u011fi olmadan bu sorunun \u00e7\u00f6z\u00fclemeyece\u011fini belirtti.6 \u015eubat deprem felaketinin ard\u0131ndan a\u00e7\u0131klamalar\u0131 dikkatle takip edilen yer bilimci Prof. Dr. Naci G\u00f6r\u00fcr, Habert\u00fcrk’teki canl\u0131 yay\u0131nda Eren E\u011filmez’in sorular\u0131n\u0131 yan\u0131tlad\u0131. Olas\u0131 \u0130stanbul depreminin 7,2 ila 7,6 b\u00fcy\u00fckl\u00fc\u011f\u00fcnde olaca\u011f\u0131n\u0131 ifade eden G\u00f6r\u00fcr, depremin \u00f6ncelikle Kumburgaz Fay\u0131’nda olaca\u011f\u0131n\u0131 belirtti. G\u00f6r\u00fcr’\u00fcn a\u00e7\u0131klamalar\u0131ndan \u00f6ne \u00e7\u0131kanlar \u015f\u00f6yle; “\u0130stanbul’da beklenen deprem 7,2 ila 7,6 aras\u0131nda de\u011fi\u015fiyor. O kesin. Bilimsel \u00e7al\u0131\u015fmalar bunu g\u00f6steriyor. Bu deprem olursa 6 \u015eubat’taki depremden daha b\u00fcy\u00fck zarar verir. Ne yard\u0131m g\u00f6t\u00fcrebilirsin ne de kurtarabilirsiniz. 600 bin konut yani siz isterseniz her konutta 4 ki\u015fi d\u00fc\u015f\u00fcn\u00fcn daire gibi d\u00fc\u015f\u00fcn\u00fcn. 4 ki\u015fiden 2,5 milyon insan \u00f6l\u00fcmle burun buruna kal\u0131r. Verece\u011fimiz can kayb\u0131 inan\u0131lmaz boyutta olur.<\/p>\n

“BEKLED\u0130\u011e\u0130M\u0130Z DEPREM \u00d6NCEL\u0130KLE KUMBURGAZ FAYI’NDA OLACAK”<\/strong><\/p>\n

Deprem Marmara Denizi i\u00e7inde olacak. \u0130stanbul i\u00e7inde fay k\u0131r\u0131lacak diye bir \u015fey yok. Biz \u0130stanbul dedi\u011fimiz zaman \u0130stanbul’da olmaz bir farkl\u0131l\u0131k koyuyor ya \u00f6yle bir \u015fey yok. Marmara’da 160 km uzunlu\u011fundaki bir fay uzunlu\u011fudur. Bekledi\u011fimiz deprem \u00f6ncelikle Kumburgaz Fay\u0131’nda olacak. Depremden \u0130stanbul’dan Tekirda\u011f’a kadar o b\u00f6lgeler etkilenir. Depremin b\u00fcy\u00fckl\u00fc\u011f\u00fcne, zemine, yap\u0131 sto\u011funa kadar etkilenecek alan geni\u015fli\u011fi de\u011fi\u015fir. Do\u011fu’dan G\u00fcney’de Bal\u0131kesir, \u00c7anakkale, Yalova’ya kadar etkilenir. Depremin oldu\u011fu yerden uzakl\u0131\u011f\u0131n\u0131z, bulundu\u011funuz zemin ne kadar sa\u011flam gibi etkenlerle depremin \u015fiddetini daha az hissedebilirsiniz. Siz k\u0131y\u0131ya yak\u0131ns\u0131n\u0131z, zemininiz iyiyse, stati\u011fi ile projesi birbirine uyumlu ise \u00e7ok b\u00fcy\u00fck ihtimalle o binadan sa\u011f \u00e7\u0131kars\u0131n\u0131z. O bina hasar almaz demiyorum. Lakin sahibini sa\u011f olarak \u00e7\u0131kart\u0131r. Biz hi\u00e7bir bina \u00e7atlamaz demiyoruz.<\/p>\n

“AFAD PLANLAR PROGRAMLAR YAPTI”<\/strong><\/p>\n

24 y\u0131lda \u0130stanbul depreme haz\u0131r hale gelebilirdi. Lakin bug\u00fcnk\u00fc halinde \u0130stanbul depreme haz\u0131r de\u011fil. Hi\u00e7bir \u015fey yap\u0131lmad\u0131 diyemeyiz. \u0130lk ba\u015flarda Acil Afet Y\u00f6netim Merkezi kuruldu. Belediyeler ona g\u00f6re \u00e7al\u0131\u015ft\u0131. Her mahalleye konteyner konuldu. \u0130stanbul Valili\u011fi, hastane ve okullar\u0131 elden ge\u00e7irdi. Viyad\u00fckler, yollar, k\u00f6pr\u00fcler yap\u0131ld\u0131. Bir tak\u0131m tatbikatlar yap\u0131ld\u0131. AFAD planlar programlar yapt\u0131. Haz\u0131rl\u0131klar yap\u0131ld\u0131. Lakin bunlar yeterli de\u011fil. Bu yap\u0131lanlar\u0131n \u00e7o\u011fu ya afete y\u00f6nelik ya da masa ba\u015f\u0131nda kal\u0131yor. 16 milyonun oturdu\u011fu konutlar depreme haz\u0131rlanmad\u0131. Vatanda\u015flar kendi evlerini depreme haz\u0131rlamad\u0131. Bunlar vatanda\u015f\u0131n kabahati de\u011fil. Devlet g\u00f6zetim denetim ve sorumlulu\u011fu alt\u0131nda yapmal\u0131. Vatanda\u015f ve Yerel Y\u00f6netim ile Merkezi Y\u00f6netim kol kola verir ve \u00e7al\u0131\u015f\u0131rsa yap\u0131labilir. Ne yapmam\u0131z gerekenler belli. Bir kent, y\u00f6netim ve y\u00f6netim sistemi, halk, altyap\u0131, yap\u0131 sto\u011fu, \u00e7evre ve eko sistem, ekonomiden olu\u015fur.<\/p>\n

Altyap\u0131 dedi\u011fim yol , k\u00f6pr\u00fc, viyad\u00fck, kanalizasyon \u00e7al\u0131\u015fmas\u0131, i\u00e7me suyu \u015febekesi. Do\u011fu Anadolu’daki depremde 10 kentin ne hale d\u00fc\u015ft\u00fc\u011f\u00fcn\u00fc g\u00f6rd\u00fck. B\u00fct\u00fcn \u0130stanbul’un altyap\u0131s\u0131n\u0131 deprem diren\u00e7li yapmam\u0131z, kontrol etmemiz laz\u0131m. Bug\u00fcn yerel y\u00f6netim altyap\u0131 i\u015fi ile u\u011fra\u015f\u0131yor. Belediyenin belli bir b\u00fct\u00e7esi var.
